About the Role


The General Manager, Community & City Services leads a high‑impact division at the centre of Council’s community agenda. The role shapes thriving, inclusive communities through leadership of community development and wellbeing, libraries, recreation and waterways, and parking services, while championing First Nations voices by leading the Aboriginal Melbourne team and embedding Aboriginal and Torres Strait Islander aspirations across Council’s work.


As a member of the Executive Leadership Team reporting directly to the CEO, the General Manager provides clear strategic direction and ensures the effective delivery of services that make a meaningful difference to the lives of the community.


Leading a multidisciplinary workforce of more than 600, the role drives organisational strategy, continuous improvement and strong performance. It upholds robust governance and financial stewardship while building trusted, high‑impact partnerships with government, community organisations and key stakeholders. Success in this role requires influence, sound judgement and the ability to lead confidently in a highly visible, complex and politically sensitive environment.


About You


You are an accomplished senior executive with a strong track record of leading large‑scale, high‑impact service portfolios within complex organisational environments. You bring a people‑first leadership approach, with demonstrated capability in inspiring diverse teams, developing leadership and depth in delivering meaningful results across community services, public sector and for‑purpose settings.


A trusted communicator and influential leader, you engage confidently with government, community and industry stakeholders, leveraging your commercial and political acumen to create mutually beneficial partnerships that enhance outcomes for the organisation and the communities it serves. Above all, you are a values‑driven leader who thrives in complexity, balancing strategic vision with disciplined execution to deliver lasting community impact.
