About the Director – Complaint and Assessment Services Role
This is a rare opportunity to lead one of Victoria's most important integrity functions, overseeing the assessment of allegations of corruption, police misconduct and public interest disclosures that help safeguard public trust in government and public institutions.
Reporting to the Executive Director, the Director – Complaint and Assessment Services provides strategic and operational leadership of IBAC's Complaint and Assessment Services (CAS) Division, a critical function at the forefront of Victoria's integrity system.
The Division serves as the primary gateway for allegations of public sector corruption, police misconduct and public interest disclosures, assessing complex, sensitive and often high-profile matters that may have significant implications for government, law enforcement and the Victorian community. The Director is responsible for ensuring these matters are managed with rigour, fairness, efficiency and sound judgement, while maintaining public confidence in IBAC's role as an independent integrity agency.
Leading a division of 30 staff through five direct reports and overseeing an annual budget of approximately $4.8 million, the Director will drive the strategic direction, performance and continuous improvement of the complaint and assessment function. This includes strengthening assessment frameworks, enhancing service delivery, leveraging data and insights to identify emerging trends, and building organisational capability to respond to an increasingly complex operating environment.
As a member of IBAC's Senior Leadership Team, the Director will contribute to organisational strategy and decision-making, provide trusted advice to the Commissioner, Deputy Commissioners and Executive, and represent IBAC across government, the integrity sector and key stakeholder groups. The role offers a unique opportunity to influence how Victoria responds to allegations of corruption and misconduct while helping to strengthen integrity and accountability across the public sector.
About You
You are a respected and accomplished executive leader with experience operating in complex regulatory, integrity, oversight, investigations, complaints, compliance or public sector environments. You bring a deep understanding of legislative decision-making, complaint assessment, risk management and service delivery, coupled with the exceptional judgement required to navigate sensitive, complex and often high-profile matters.
You have a proven track record leading large operational functions, driving organisational improvement and delivering high-quality outcomes in environments characterised by competing priorities, significant public interest and strong accountability requirements. Your experience includes developing and implementing strategic frameworks, improving service delivery performance, leveraging data and insights to inform decision-making, and building high-performing, engaged teams.
You are an exceptional communicator and trusted adviser, capable of distilling complex issues into clear recommendations for senior executives, boards, commissioners or equivalent decision-makers. You build credibility quickly, influence effectively across diverse stakeholder groups and foster productive relationships both within organisations and across government, regulatory and integrity networks.
Combining strategic vision with operational excellence, you are a collaborative and values-driven leader who thrives in environments where sound judgement, integrity and public purpose are paramount. Experience in complaint handling, integrity oversight, investigations, administrative law, regulatory decision-making, public interest disclosures or related functions will be highly regarded.
